Urban development and architecture

The Minstroy of Russia functions include development and implementation of state policy and regulation in the fields of construction, architecture, urban development (except territorial planning, urban development zoning, land utilization), construction materials industry, pricing and estimate norms, technical regulation, control over the compliance of executive bodies of the subjects of the Russian Federation with the urban development legislation of the Russian Federation.

Housing and utilities

Minstroy of Russia participates in the drafting of federal laws, acts of the President and the Government of the Russian Federation, acts of federal executive bodies in the field of public policy and normative legal regulation in the housing and utilities sector. Monitoring and analysis of the state of the housing and utilities sector is also within the Ministry's purview.

Regulatory activity

The Minstroy of Russia functions include normative and legal regulation in the fields of construction, architecture, urban planning, building materials industry, housing policy, housing and utilities, in the area of energy efficiency of buildings and constructions, including the housing stock. In addition, the Ministry develops regulations in the area of pricing in the design and construction of capital construction projects, participates in the development and harmonization of federal target programs and departmental target programs.

Housing policy

The Minstroy of Russia functions include development and implementation of state policy and normative legal regulation in the field of housing policy, including development of housing construction in the Russian Federation.

Implementation of government programs

The Ministry implements functions of development, harmonization and implementation of state programs, federal target programs, as well as functions of a state procurement authority (procurement coordinator) for such programs, as well as of organizing the development and harmonization of departmental target programs in the established field of activity of the Ministry.
